pnokerandClaude Code ec456f3424 fix(nginx): raise api rate limits to absorb dashboard page bursts ...

the dashboard fires about 30 api calls within 700ms on load (stats
cards list calls and id lookups); the old 10r/s burst=20 rejected the
tail with 429 on every refresh. sustained rate is now 30r/s with a
burst budget of 50 so a full page load lands cleanly.
