Parameterize the agent-collection script with
DC3_NATIVE_AGENT_SERVICES and state the driver policy: snapshots are
diagnostics only, the driver line is driven by RuntimeHints. Extend the
helm README's native section with the pilot batch and the three drivers
that stay on the JVM (dnp3 Rust FFI, ble TinyB/JNA, opc-da vendored
DCOM).
