pnoker 46d788de74 docs(i18n): make issue and PR templates bilingual 
Add inline zh/en to all issue templates, ISSUE_TEMPLATE/config.yml
contact links, and PULL_REQUEST_TEMPLATE.md using a "中文 / English"
per-line layout. good-first-issue.md was English-only; now consistent
with the others. Lowers the barrier for international contributors.

  • 文档已更新（如有 UI / 行为变更） / docs updated (if UI / behavior changed)
