- Replace obsolete nexus-staging-maven-plugin with central-publishing-
  maven-plugin in dc3-api and dc3-common
- Remove 20 redundant version declarations from dc3-coverage dependencies
- Fix snmp4j version from non-existent 3.8.3 to available 3.7.4
