buildPagesByGrpcPage built its fallback GrpcPage with setPages(PAGE_SIZE),
writing the per-page size into the total-pages field, while the code
below reads getSize(). The <1 guard masked any functional impact, but it
was a misleading no-op. Set the correct field: setSize(PAGE_SIZE).
