pnoker 7b16c73320 style(web): apply consistent formatting to Vue components

Template restructuring, line wrapping, and blank line consistency across
agentic chat, device/driver/point/profile cards, home components, and
settings alarm/command/event views.

Fix lint-staged ESLint path to reference dc3-web/node_modules.
