- Add Grafana dashboard for point-value-overview with tenant and driver
  template variables, querying dc3-postgres datasource
- Add Grafana provisioning configs for dashboard and datasource auto-load
- Add PostgreSQL init script (07-iot-dc3-observability.sql) creating
  observability views and functions
- Register grafana and initdb in docker-compose-optional.yml

pnoker 44547e267c refactor(seed): restructure settings menu into eight groups 
Reorganize dc3_menu (and mirrored dc3_resource) under Settings into Identity / Access / Model / Alarm / Event&Command / Audit / Integration / System, matching the frontend settingsNav.ts. Replaces the flat, out-of-order layout and retires the legacy Event/Command group containers.
