mvdbeek 2a489ec063 Implement workflow completion monitoring with extensible hooks
Add a system to detect when workflow invocations complete (all jobs reach
terminal states) and execute configurable completion hooks.

Key features:
- New 'completed' invocation state for fully finished workflows
- WorkflowCompletionMonitor polls for completed invocations via Celery
- Extensible hook system with two built-in hooks:
  - export_to_file_source: Export invocation to configured file source
  - send_notification: Send completion notification to user
- Per-invocation on_complete actions via workflow run request
- Frontend updates to recognize 'completed' state as terminal

Database changes:
- New WorkflowInvocationCompletion table to track completion status
