Dannon Baker 87bb44883a Add galaxy-tool-format CLI entry point ...

Expose format_xml as a console_scripts entry point so tool authors can
run `galaxy-tool-format` directly. Formats files in-place by default,
with --diff mode for CI and --tab-size for customization.
