John Chilton 377e48918d Create galaxy-selenium package. 
This is *not* the tests, it is the components for interacting with Galaxy via Selenium that can be used in any Galaxy UI automation context - not just tests. This includes a tiny CLI framework for building apps that drive Galaxy this way.
