Ahmed Awan a200cd14b4 [26.0] Ensure workflow editor always inserts latest tool version ...

This is done by passing `tool_version: latest` to `POST api/workflows/build_module`, which is then on the backend resolved by removing the version from the tool's GUID, unless we explicitly pass a `tool_uuid` (for UDTs for e.g.).
