Introduce integration tests to ensure the pgcleanup script handles datasets in user-defined object stores without crashing.

The new tests verify that while physical file removal is skipped due to the lack of a UserObjectStoreResolver in the script's environment, database records for these datasets and their associated histories are still updated correctly. This prevents regression of a KeyError that previously occurred when attempting to resolve storage backends for user-managed objects.

Refactor common test helpers into the base integration class to support these new test cases.
