mvdbeek 1c29a61800 Merge branch 'release_25.1' into release_26.0 ...

release_26.0 no longer has the legacy custos backend that #24084 changes
on release_25.1, so the 25.1 version of the OIDC account confirmation fix
cannot be merged as is. Resolve it with the release_26.0 version of the
same fix (oidc-account-creation-plan: bind deferred account creation in
the PSA pipeline to the authenticated browser flow), plus the
CursorResult cast from 25.1. custos_authnz.py, test_custos_authnz.py and
test_custos_confirmation.py stay deleted.

Keep the pulsar-galaxy-lib <0.16 cap from #24056 in packages/app/setup.cfg.
