Nicola Soranzo c4aeb69683 Modernise build of galaxy-util package

- Move package metadata from `setup.py` and `project_galaxy_util.py`
  to `setup.cfg` (scripts need to be updated).
- Use `build` package to build sdist and wheel packages (Makefile
  needs to be updated).
