in WorkflowProgress instance. Fixes running subworkflows with
parameter_input steps.
Fixes https://github.com/galaxyproject/galaxy/issues/8390 and
allows us to get rid of one FIXME I added when working around
https://github.com/galaxyproject/galaxy/issues/8248.
