mvdbeek 5f0bad8b04 build_container_image: use PYTHONPATH instead of import lib.galaxy.version ...

After removing lib/galaxy/__init__.py in this PR, `import lib.galaxy.version`
only resolves via PEP 420 implicit namespace package walking from CWD, which
is fragile (depends on `lib` being discoverable as a namespace package with
no `__init__.py` either). Put `lib` on PYTHONPATH explicitly and import
`galaxy.version` the same way the rest of the codebase does.
