Handle tool shed repositories that contain only tools that should not be displayed in the Galaxy tool panel from those that contain tools that should be displayed in the Galaxy tool panel appropriately. Selecting a tool pnale section is no longer allowed for repositories that do not contany any tools that should be displayed there. This behavior exists when installing or resinstalling repositories into Galaxy.
