Nicola Soranzo 010bbdd0ae Move `get_param_values() method from Job to Tool` class ...

because the ``Job`` model class shouldn't have to deal with ``app``.

Also:
- Remove ``app`` parameter from ``Tool.params_from_strings()``
- Improve type annotations
- Clean up unused code
