Nicola Soranzo 258cf8eb3a Fix invalid framework GH workflow 
Fix:
```
The workflow is not valid. .github/workflows/framework.yaml (Line: 8, Col: 1): 'env' is already defined
```

Also:
- consistently sort top-level `env` and `concurrency` (as in
  https://docs.github.com/en/actions/learn-github-actions/workflow-syntax-for-github-actions )
- sort env variables alphabetically

mvdbeek 5f7ab67696 Deploy postgresql and rabbitmq in kubernetes 
Setting up minikube stops the postgres and rabbitmq containers that are
set up by the workflow. These are setup with custom docker networks, so
it isn't trivial to restart them. Instead we just deploy them to
minikube.

Also:
- Fix integration tests for checkout@v2 action: the working directory is not
  updated any more when `path` is specified
- Use checkout action to clone the galaxy-test-data repo and rsync to move
  them in place
- Install virtualenv<20 when running tests via tox in a directory containing
  spaces, xref. https://github.com/pypa/virtualenv/pull/1660

mvdbeek a4b7191bda Run jenkins tests on github-ci 
This allows running integration tests that require docker or kubernetes.
I've also broken up the tests to reduce runtime.
