Aligns the sample pre-commit config with the black version installed
via pyproject.toml dev deps, which is what CI uses via tox. The version
mismatch could cause pre-commit to format code in ways CI then rejects.
The .prettierignore file appears to not be respected,
but I think this is the only relevant discrepancy with .prettierignore,
as we either won't change the remaining files or they're already in
.gitignore.
It looks like to really do this right we'd need to write our own little
shell snippet to handle argument wrangling. This approach will work for
now, for anyone that wants to use it though.
