- Use `util.unicodify` in copy_view.mako for consistency with other usages of unicodify in the file.
- Move `to_unicode` to the only place it's used under tool/search/__init__.py

Fix testing of the galaxy-tool-shed package
...
It was not tested before because of the missing newline at the end of
`packages/packages_by_dep_dag.txt` and of how `read` works in bash.
Also:
- Allow empty lines in packages_by_dep_dag.txt and divide it into layers, so
that packages in each layer depend only on packages in the layers above.
- Fix type annotations and use of re-exported imports

replace the png favicon with svg version
...
goes down from 16kb to 9kb and preserves all details
add padding to masthead logo
it now has no padding in the image itself
Add margin to svg
drop padding
since we decided to include it in logos
Slightly increase margin further
