First pass on composite tracks. To facilitate composite tracks, draw_helper now returns jQuery Deferred objects rather than null when drawing cannot occur so that tile drawing can be more closely tracked. Current limitations of composite tracks: (a) can be created only inside groups; (b) only tracks of the same type can be composited; and (c) no normalization is done b/t tracks. Also implemented generic save/restore functionality. Pack JS scripts.

Trackster improvements: (a) groups now have menus and can be renamed and deleted; (b) mode is again saved and restored; (c) tracks can be added directly to groups rather than only the view; running a tool inside trackster creates its own group and places new tracks in group.

Trackster: provide option to fetch additional data when not all data initially fetched for a tile. For now, all data is refetched rather than iterative fetching. As part of this functionality: (a) enable data providers to accept a max_vals parameter that is used to fetch a particular number of values; and (b) Trackster caches now ignore items with stale=true.

Trackster improvements: (1) add trackster_conf tag to tool definition; for now, tag indicates that tool is compatible with trackster, but will have configuration information in the future; (2) use trackster_conf tag to indicate that Cufflinks, gops intersect, and gops subtract are compatible with Trackster; and (3) remove .track_type attribute and use of it and use instanceof operator instead.
