More structured indexing for user data objects.

I think I clung to the idea of having two ways to do this too long. I did a bunch of testing with the old way (exposing integer references based on numeric database primary keys). Having a config option that if changed would break everything exisiting is also a symptom of maybe me clinging too hard for too long.
The result of dropping this option is a much cleaner API schema, simpler API objects, and better typing throughout. We can also be more certain of how things entering the Vault are stored - I think being more strucutured about this is good.
Ultimately, the future facing stuff (e.g. OAuth 2.0) is going to require UUIDs so that I can store things like refresh tokens in the store before the object has been fully created.

[24.1] Disable state filter for collections in HistoryFilters

Adds a `disablesFilters` property to the `ValidFilter` class which allows for the functionality of disabling other filters given certain values for a given filter.
Note: This only works for ranged, input-field and dropdown type filters in the `FilterMenu`

Refactor drag and drop logic to use getDragItems

This commit refactors the drag and drop logic in the HistoryPanel.vue and MultipleViewList.vue components to use the newly added getDragItems function in the eventStore. This function retrieves the drag items and filters out any non-history items, ensuring that only valid history items are processed during the drop event. This change improves code readability and reduces duplication.

Add optional parameter to historyStore.getHistoryById
...
The `getHistoryById` function in `historyStore.ts` now accepts an optional parameter `shouldFetchIfMissing` which determines whether to load the history if it is not already in the store. If `shouldFetchIfMissing` is set to `false`, the function will return `null` instead of fetching the history.
