Added new functional tests to all gops tools using BitsetSafeReaderWrapper. These tests check cases where datasets have the chr,start and end values in non-standard columns.

Completed an old FIXME in DefaultToolAction.execute() - metadata no longer added to "incoming". Tool config params changed from things like$input_chromCol to ${input.metadata.chromCol}.

Move ucsc and gbrowse data from static to tool-data/shared.

Cron scripts on test and main will need to be updated when the server is.
GOPS complement tool and annotation profiler will now correctly use chromosome lengths files if available.
