Generalize the dbkey text + autocomplete feature to work with any select box and replace all select boxes with >20 options--mostly the dbkey and dataset format selects--with text + autocomplete inputs. Also add icon to text + autocomplete inputs so that it's clearer that they're text + autocomplete, not just text.

- New summary tree data structure that specializes in aggregation at defined levels
- BED converter for summary_tree
- Feature tracks now have a summary display when there are a lot of things to be rendered on screen, but will display simple lines and full detailed view as you zoom in and can fit more on screen

Added UI support for annotating histories, HDAs, workflows, and workflow steps. Numerous small changes as well: (a) added an 'edit workflow attributes' to workflow editor; (b) added 'Edit tags and Annotation' area to history panel; (c) added generic javascript method to ajax text updates. Also fixed public URL column bug.
