The cached job might be skipped and null, in which case we should not
override the `expression.json` extension, because in that case the
dataset would not be considered as a null.

Allow tool state changes in refactor actions

This has always been the intention given the correct tool_state_upgrade
messages. Fixes

which happened with a tool update that results in an altered tool state.
