John Chilton 4c216f1077 Adjust testing directories so no python root is ever "tool_shed". 
We have a tool_shed directory in lib, so if we enter a test case from some path and test/tool_shed happens to be a valid python top-level module - it blocks out lib/tool_shed and Galaxy doesn't work properly in the test.

A similar problem was encountered with unit tests and fixed with https://github.com/galaxyproject/galaxy/commit/df442a06382f23bdf0401bdd632b9584d3431281 - but I have decided that directory name was a bit log and so this commit unifies the approach to unit and functional test names for tool shed tests.

John Chilton e7b5293534 Refactor toolbox hacks used by installed and migration tool tests out... 
into driver_util. This greatly simplifies the code structure of scripts/functional_tests.py's main method.

Add description of GALAXY_TEST_SHED_TOOL_CONF and some documentation to all of this.

Nate Coraor 4eefd885ec Improve startup options related to wheel/dependency/virtualenv 
management. Drop hard requirement on lzo (doubt anyone other than
usegalaxy.org is using it, but it will be added as a extras option for
bxlab/bx-python for anyone who is).

Nate Coraor da9ebc17bb Run ./scripts/common_startup.sh inside docker when using `run_tests.sh 
--dockerize`. Requires a rebuild of galaxy/base-testing.

Necessary for tests to run on #428 (and anything else once #428 is
merged).

Nate Coraor 367ceae256 Dockerized tests need to create and activate .venv if it does not exist. 
Do this by calling common_startup.sh prior to manage_db.sh in
run_test_wrapper.sh. Will require a rebuild of the testing-base image.

Also, have scripts in Galaxy root activate .venv if it exists.

John Chilton 596f9116f2 Use framework test tools for --api and --casperjs tests. 
These tests are explicitly designed to test the framework and use a tool panel. ``sh run_tests.sh`` and ``sh run_tests.sh -id`` are meant to test Galaxy's configuration to some degree, and other tests qunit, unit, and toolshed do not depend on the toolbox.

Add option to run a specific test. Verified xunit reports work and --dockerize works for casperjs tests.

John Chilton b76a65f2cd Fix example api test command. 
The -api parameter takes an optional argument so it can be thought of as "-api [testpath]". So in the example -with_framework_test_tools needs to come first.
