Make "loc files" more flexible by adding "tool data tables". These are
...
configured at the application level. Specific tabular data files are
specified in a application config file and bound to names, the tools
then refer to these names. Thus users can configure where location
files are located without modifying tool configs.
Also:
- Simpler column name configuration
- Columns can be referred to by name in addition to index in all
dynamic option filters
- A data table can merge multiple files
- Design can support other types of data files

Add a jar directory / bin which is accessible to tool configurations by specifying e.g. '${GALAXY_DATA_INDEX_DIR}/shared/jars/FOO.jar', where FOO.jar is the desired jar which has been placed in / linked to 'GALAXY_ROOT/tool-data/shared/jars' (by default; $GALAXY_DATA_INDEX_DIR can be configured to point elsewhere [value of 'tool_data_path' configuration variable in universe_wsgi.ini]).

The setup.sh script has been modified to create this directory when not present.

python run from virtualenv sets up site.py to pull things from the real python's lib directory, so 'python -S' breaks it. To fix this, have the check_python.py script check for virtualenv and output the arguments that should be used to start python ('python -E' for virtualenv, 'python -ES' for real), then use these arguments anywhere 'python -ES' was used in the past.

A get_platform() monkeypatch for fat versions of python on Mac. Also do more explicit version checking ( >= 2.4, <= 2.5 ) and provide helpful messages if the version is not supported.

Tweaked some of the bugs nate found out of GeneTrack. Also using SHA1 hashes to generate PNG names so that we can sorta file-cache them at no cost. Might as well if they're going to sit there for a day.
