Dannon Baker 5958d173c4 Remove static/scripts/* from the dev branch, add to .gitignore. These 
will be manually added back to release branches along with any other
artifacts for distribution.  This slight release-time burden will (per
feedback from multiple developers) make it easier to manage changes to
-dev.
