Fix invalid framework GH workflow

Fix:
```
The workflow is not valid. .github/workflows/framework.yaml (Line: 8, Col: 1): 'env' is already defined
```
Also:
- consistently sort top-level `env` and `concurrency` (as in
https://docs.github.com/en/actions/learn-github-actions/workflow-syntax-for-github-actions )
- sort env variables alphabetically

Jest tweaks, attempting to fix tests in CI. Drop redundant client build in jest test -- the jest tests do *not* act on a compiled client, and the qunit ones do their own special bundling.

Using a machine account like galaxybot that creates pull requests from its
