Nicola Soranzo 5802c3fe02 Run CI labeler on reopened PRs, but skip if area labels are present 
So if a PR is already labelled when created, no spurious labels are
added.

Nicola Soranzo a57fcf3906 More conditions for adding the milestone 
- Don't change the milestone if one is already set or if the PR is
  labelled `status/WIP`.
- Merge the 2 jobs into 1
- Move the `MILESTONE_NUMBER` env variable to job level
