using the default `GITHUB_TOKEN` cannot trigger other workflows, see

Using a machine account like galaxybot that creates pull requests from its
own fork is the most secure workaround, see

Deploy postgresql and rabbitmq in kubernetes
...
Setting up minikube stops the postgres and rabbitmq containers that are
set up by the workflow. These are setup with custom docker networks, so
it isn't trivial to restart them. Instead we just deploy them to
minikube.

Install awscli after docs building
...
awscli can have dependency version conflicts with Galaxy, we are seeing this
for colorama now. If we install all packages together, pip>=20.3 will fail.
