Remove static/scripts/* from the dev branch, add to .gitignore. These
...
will be manually added back to release branches along with any other
artifacts for distribution. This slight release-time burden will (per
feedback from multiple developers) make it easier to manage changes to
-dev.

Minimal gulp task to run uglify, babel, sourcemaps. The new 'clean'

approach also removed some cruft we had sitting in the static/scripts
folder and were unintentionally shipping.
