John Chilton 260edf1a98 Modify @erasche2's tool share button to pop-up instructions for copy&pasting URL...
... per @martenson's suggestion and with @erasche2 permission.

Wonder if we want to double down on these buttons and convert tool shed link and citations handling to use this mechanism or perhaps add a drop down "gear" menu with these options ala the history panel.

John Chilton 5410d476e8 Dataset collections - "reduce" with existing tools.
Allow users to select dataset collections in place of individual datasets for data tool parameters with multiple="true" enabled (if all elements of collection would be valid as input to this parameter).

Restrict collection reductions to flat collections. If a user wanted to reduce a nested collection they probably want to map of the subcollections reducing each and building a collection of the reductions. TODO: The sentence is probably unintelligiable, need to provide a concrete example.

A functional test demonstrating these reductions in included.

Update tool form. This commit needs work to ensure this only affects the tool_form.mako.

John Chilton d2ee7135a9 Outline galaxy.tools.js and load in tool_form.mako.
Migrated the logic out of tool_form.mako that I could readily test, the rest of the custom javascript in tool_form.mako should likewise be migrated I assume.

Holds a lot of logic downstream in my work related to running tools in parallel across many datasets and over dataset collections - https://github.com/jmchilton/galaxy-central/blob/collections_1/static/scripts/galaxy.tools.js.
