Return actual tool id instead of specified tool id in step
...
We do also return the version changes in the module, so this should be
fine. Fixes https://github.com/galaxyproject/galaxy/issues/13524 .

Upgrade syntax using `pyupgrade --py36-plus` .
Manually drop several `six` imports.

- Remove broken pr_cache in scripts/bootstrap_history.py
