Assuming 3 character username is okay, update the info and registration
forms. NB - username regex in register.mako already allowed 3 char. In
info.mako was 4 char.

Swap remote user logout to actually follow galaxy internal logout procedure and then redirect. Also fix logic for user dropdown -- it was preventing users from seeing stuff that was actually available before.

External Auth: this change allows users when use_remote_user is in action to
...
navigate to the user preferences page. This specifically allows use of toolbox
filters, and default permission setting on new histories as new functionality
w/ external auth. Also added shortcut for whitelist comparison for
non-user-controller requests.

...
Mako's inherit directives are processed *before* non-global logic, so you need a built-in switch (as implemented, now) or, ideally, refactor into different templates for each webapp that inherit correctly.
