Update fastapi to 0.124.0 and `get_openapi()` fork
...
Also:
- Rename `DatasetHash` class to `FileHash` in
`lib/galaxy/tool_util_models/parameters.py` to distinguish it from
the one in `lib/galaxy/schema/schema.py` .

Use workflow-style payload in data landing request
...
Makes it considerably easier for sites that support data landing and
workflow requests, and it's also easier to read and validate.
