Set default lang on html -- we do supply some translations and can scope those elements to other values, but the default (and supported value) for most of the app is english.

Do not mount vue to body, use a normal element. Mounted element is replaced with vue completely, so body will cause issues.

Switch workflow sharing to common Vue component.
...
Workflow's sharing mako component is/was more complicated than the other model types having options like MyExperiment export and a file download option. This work rips all the sharing stuff out of the endpoint and renames what it is left export.
Obviously what is left should be dropped or reworked as Vue, but this work still takes a big step toward removing legacy controller code and mako template code.

Maintain redirect if login is necessary

Which enables https://github.com/galaxyproject/galaxy/issues/12735 .
Includes a new selenium test that exercises this functionality.
For the test I also had to fix a subtle bug when a user with a
Galaxy session but not history attempts to git /api/users/current.
This seems to have been a problem previously as well
(https://github.com/galaxyproject/galaxy/blob/5210377c3f163220b48f1ee4f5ac8d8cd0c2b0e0/lib/galaxy/quota/__init__.py#L226 )
and for this instance I don't see a problem returning an empty
dictionary, as the response is inconsisten between anon users
and logged in users anyway.
