Subject: [PATCH] SCRIPT_NAME can be empty or not in the environment at all. 
 This resolves
 http://dev.list.galaxyproject.org/NGINX-uWSGI-with-require-login-needs-uwsgi-param-SCRIPT-NAME-td4666901.html.
