* api: optional external agent hints provider

Lets a deployment supply additional agent_hints from a separate HTTP
service. Disabled unless AGENT_HINTS_PROVIDER_URL is set.

* api: send a pseudonymous team_id to the hints provider for keyless callers

* api: harden external agent hints provider

Key the keyless team pseudonym with a dedicated key that is never sent to
the provider, cap provider response size, add provider hints to successful
responses only, require an http(s) provider URL, and log the pseudonymous
team ID.
