deprecation, community CLI) without lengthening descriptions
Adds a concise single-paragraph description to 32 topics that only had a title, following the contributing guidelines: aspnet-core (12), datastructures-and-algorithms (7), software-design-architecture (3), react-native (3), flutter (2), and one each for blockchain, devrel, power-bi, react, and spring-boot. Also adds the missing topic title to power-bi/hierarchies.
