Cian JohnstonandMathias Fredriksson 304007b5ea feat(agent/agentcontainers): add ContainerEnvInfoer (#16623)
This PR adds an alternative implementation of EnvInfo
(https://github.com/coder/coder/pull/16603) that reads information from
a running container.
