Jaayden Halko 8883a793f7 fix(site/src/pages/AgentsPage): prevent narrow chat input overlap (#25894) ...

closes CODAGT-296

When both Agents side panels are open and resized wide, the chat column
could shrink below the input controls and let the mic, context, and send
actions overlap.

Keep the desktop chat panel at a 360px minimum width, keep the input
action group from shrinking, and add a Storybook regression story for
the narrow right-panel layout.
