Spike Curtis 9cea3d94a1 chore: narrow createworkspaces workspace fetch to agents (#29541 )

Part of the lite `codersdk.Workspace` work
([GRU-82](https://linear.app/codercom/issue/GRU-82),
[RFC](https://app.notion.com/p/coderhq/Lite-Workspace-API-Requests-3aad579be5928060b5e7cc65c539717f)).
Stacked on #29540, which added `include_related` to
`codersdk.Client.Workspace`.

Narrows the first `client.Workspace` call site to exercise
`include_related` end to end.

In `scaletest/createworkspaces`, the fetched workspace is used only to
find the first agent (`workspace.LatestBuild.Resources` -> `Agents`,
reading `agent.ID`); no template, job, template version, apps, scripts,
log sources, or metadata are read. The call now requests exactly
`latest_build.resources.agents` via `wsrelated.Config`, so the load test
stops fetching data it discards.

### Testing

`Test_Runner` provisions workspaces with agents and drives agent
connections, so it covers the agent-finding path with the narrowed
selection.
