- coderd: Wires `options.WorkspaceUsageTracker` into the chatd config.
- chatd: Adds `UsageTracker` and calls `UsageTracker.Add(workspaceID)`
on each heartbeat tick
- chatd: adds tests to verify `last_used_at` bump behaviour
