Nick Vigilante d23280a347 fix(examples/templates/quickstart): match whole language entries in the install script (#30373 )

The example Quickstart template's `install-languages.sh.tftpl` still
dispatched with `echo "$LANGUAGES" | grep -q "<lang>"`, which matches
substrings. It now uses the whole-entry `has_language` helper from the
Template Builder base, so the example and base scripts are identical
apart from the base-only DOCS-736 change below.

Also applies the same C/C++ guard fix as the base (checks `gcc`, `g++`,
`make` and `cmake`), since the example shares that bug.

Persistence (`$HOME/.local` installs and an agent `env` PATH) is not
ported: it never landed on `main` (#28485 was closed unmerged), so the
base still installs Node.js, Go and Java the same way as the example.
