Mathias FredrikssonandMichael Suchacz d3f08b1983 feat: audit chat system instructions changes (#27668)
Adds an audit record for administrative events on the deployment-wide
chat instruction settings (system prompt, the include-default toggle,
and the plan-mode instructions), per CODAGT-719 and operator decision
D5. Each endpoint records under a stable identity: resource type
`chat_instruction_settings`, a fixed resource ID and a human-readable
target ("System prompt", "Plan mode instructions"), so two changes to
one setting share an ID and history-by-setting works. A real change
exports a Write entry with the old-to-new text visible; a
value-identical PUT still upserts and still returns 204 but records
nothing.

Attempts are recorded, not only transitions. Identity is assigned before
the authorization check, so a denied PUT exports a 403 row with an empty
diff (no request content reaches it), a validation failure exports a 400
row, and a write failure exports a 500 row, each with an empty diff; an
operator can tell "nothing changed" from "something changed and capture
degraded" by the status code.

The write path stays authoritative. The advisory lock and, on plan-mode,
the transaction exist only to serve change-detection; if any of that
machinery fails (lock, begin, commit, rollback), the handler runs main's
idempotent write path directly and derives the response from it, so a
member-visible failure of audit-only infrastructure can never replace
main's successful response. Accepted consequence: when the lock cannot
be taken, two concurrent identical writes can produce two rows instead
of one. That is audit degradation, which is allowed; changing a member's
response is not. Write failures keep the exact response the endpoint
produced before this wiring (transaction error for the system prompt,
which was always transactional; the raw write error for plan mode, which
was not), and the full transaction error is logged so rollback failures
cannot vanish.

InitRequest with Action Write; artificial `ID: uuid.New()` on `New` only
when a change is detected; no-op suppression by leaving both aReq sides
unset (nil resource IDs skip the log, request.go skip rule); the write
path itself stays byte-identical (upserts still run unconditionally).
- `putChatSystemPrompt` (writes two keys conditionally in one existing
tx): inside that tx, read the pair via `GetChatSystemPromptConfig` for
`Old`, perform the conditional writes exactly as today, then RE-READ the
pair for `New`. The re-read is load-bearing:
`include_default_system_prompt` is computed from the toggle row AND the
prompt, so a prompt-only write can flip the effective value without the
request carrying the pointer. `PlanModeInstructions` stays zero on both
sides.
- `putChatPlanModeInstructions` (no tx exists today): wrap its
read-upsert in `InTx` (behavior-preserving: same single write);
`Old`/`New` populate only `PlanModeInstructions`; the two system-prompt
fields stay zero on both sides; no cross-key reads.
- Change detection compares the populated payload fields only (never the
artificial ID).
- Tests: handler-level coderdtest with `audit.NewMock()` asserting Write
entry on change and NO entry on a value-identical PUT, for both
endpoints (this also exercises `ResourceRequiresOrgID` end to end); the
fallback-flip case (no explicit include-default row, nonempty prompt set
to empty, effective boolean flips: entry emitted with the boolean diff);
diff assertions (old->new prompt text tracked, not secret) in
`enterprise/audit/diff_internal_test.go`; `TestAuditableResources`
passes by construction.
- Bookkeeping at PR open: correct CODAGT-719's no-op premise ("matches
the existing 204-on-unchanged behavior" does not exist on main;
suppression is new, write path unchanged).
- Review focus: Old capture and the New re-read inside the tx (three of
four existing singletons never set Old; do not copy them; and the
computed include-default value makes a naive New construction wrong);
the skip-on-no-op mechanism; prompt text deliberately visible in diffs.

Note: the plan excerpt above predates operator decision D5 (2026-07-30),
which this PR implements: the resource type is
`chat_instruction_settings` (not `chat_system_prompt_settings`), each
setting carries a stable ID and a display-name target (not a per-write
artificial ID and an empty target), no-op suppression runs through
`InitRequestWithCancel` (not the nil-ID skip), and attempts (denied,
failed, capture-degraded) record rows with real statuses and empty
diffs. Ticket bookkeeping for CODAGT-719 was corrected on Linear at
kickoff: the ticket's "matches the existing 204-on-unchanged behavior"
premise does not exist on main; suppression is new, and the write path
is unchanged.

Bobby Ho fbac602456 feat!: add admin-controlled dynamic client registration toggle (#27316)
`POST /oauth2/register` (RFC 7591 Dynamic Client Registration) has
exactly one gate today: `ExperimentOAuth2`, a static, process-lifetime
flag that wraps the entire `/oauth2/*` route tree as an all-or-nothing
switch. That flag is scheduled for removal at GA, which would leave DCR
with zero admin control at all once it is gone.

Add a persistent, DCR-specific `oauth2_dcr_enabled` deployment setting,
independent of the experiment system, so admin control over DCR survives
GA. `POST /oauth2/register` checks the flag and rejects new
registrations with an RFC 7591-shaped `403` when disabled; discovery
metadata (`GET /.well-known/oauth-authorization-server`) conditionally
omits `registration_endpoint`. A new audited `GET`/`PUT
/api/v2/oauth2-provider/settings` endpoint lets an owner toggle it live,
no restart required. The setting defaults to disabled, matching the
canonical design proposal; disabling only stops new self-registrations,
clients that already registered continue to authorize and exchange
tokens normally.

Danny Kopping a1330e3a8c refactor: rename Ai* database identifiers to AI* (AIGOV-369) (#26327)
Adds `ai` to sqlc's `gen.go.initialisms` in `coderd/database/sqlc.yaml`
so the generated DB code follows Go's initialism convention. Adds the
matching `ai` -> `AI` case to the dbgen PascalCase helper
(`scripts/dbgen/main.go`) so the corresponding `dbmem` / mock
identifiers stay in sync. `make gen` regenerates the rest; hand-written
call sites that consume DB-generated identifiers
(`enterprise/audit/table.go`, `coderd/database/modelmethods.go`,
`enterprise/coderd/aigatewaykeys.go`, `coderd/database/dbauthz/*`, etc.)
are updated to match.

Scope is deliberately limited to the database layer:

- `coderd/rbac/*` (resource and scope generators) is untouched —
`ResourceAi*` / `ScopeAi*` constants stay on main's casing.
- `codersdk/*` (Go SDK) is untouched — `codersdk.ResourceAi*` /
`codersdk.APIKeyScopeAi*` constants stay on main's casing, so external
Go SDK consumers see no source-level break.
- `Aibridge*` identifiers (one SQL token `aibridge`, not `ai_bridge`)
are out of scope.

On-the-wire values are unchanged: enum strings, RBAC resource type
strings, API key scope strings, and JSON tags all stay the same. The
HTTP/JSON surface is unaffected.

Yevhenii Shcherbina 360611ea15 feat: audit user AI budget override mutations (#25745)

Adds audit-log support for `user_ai_budget_override` mutations. Without
it, an admin could quietly change a user's per-user spend cap (e.g. from
`$500` to `$50`), reassign it to a different group, or delete it
entirely with no record of who did it.

Both write (`create-or-update`) and delete actions now generate audit
log entries. Unlike group AI budgets, which only track `spend_limit`,
overrides also track `group_name`: an override can be reassigned to a
different attributed group, so that change needs to show up in the diff.
The raw `spend_limit_micros`, IDs, and timestamps are ignored in favor
of the human-readable `spend_limit` and `group_name`.

Depends on #25439.

## What?

Adds the `user_skills` database table, generated queries, RBAC resources
and scopes, audit resource handling, experimental user-scoped CRUD
endpoints, SDK types, and generated API/site types.

Follow-up review and restack fixes:
- Enforce a bounded personal skill description in parser and database
constraints.
- Return `403 Forbidden` for unauthorized create and update attempts.
- Return explicit conflict responses when soft-deleted users are
targeted.
- Keep user admins out of personal skills, while site owners can read
and delete but not create or update.
- Document trigger-raised constraint names and keep schema constants
covered by tests.
- Reuse `UserSkillMetadata` in the full `UserSkill` SDK response type.
- Generate user skill IDs in Go instead of relying on a database
default.
- Rebase on latest `main` and renumber the user skills migration to
`000502_user_skills`.

## Why?

Personal skills need durable user-owned storage with owner
authorization, limited site-owner moderation, and a hidden API surface
before chatd can consume them.

Yevhenii Shcherbina 2732378da2 feat: audit group AI budget mutations (#25374)

https://linear.app/codercom/issue/AIGOV-284/add-group-budgets-table-and-crud-api

Adds audit-log support for `group_ai_budget` mutations. Without it, an
admin could silently lower a spend limit from `$500` to `$50` or delete
a budget entirely, with no record of who performed the action.

Both write (`create-or-update`) and delete actions now produce audit log
entries, including before/after diffs for `spend_limit_micros`.

Depends on #25203.

Zach 1c30d52b2b feat: audit user secret create, update, and delete (#24756)
Emit user secret audit log entries for create/update/delete operations.
Reads stay un-audited, matching every other resource.

Audit log entries record changes in user secret name, environment
variable name, file path, and value. The secret value column is marked
`ActionSecret` so the diff records the change without showing the
ciphertext or plaintext.

Closes a TOCTOU window on delete to ensure no phantom audit logs for a
delete of a non-existent secret. Secret update accepts a small TOCTOU
window matching the other audited resources (templates, workspaces,
chats). The two-query pattern is wrapped in a transaction so audit state
can't leak from a failed mutation.

Cian Johnston a876287d36 feat: auto-archive inactive chats with audit trail (#24642)
Adds a background job in `dbpurge` that periodically archives chats
inactive beyond a configurable threshold. Each archived root chat gets a
background audit entry tagged `chat_auto_archive`. Disabled by default.

* New `AutoArchiveInactiveChats` SQL query with LATERAL last-activity
subquery and partial index on archive candidates
* `site_configs`-backed `auto_archive_days` setting with admin-only PUT,
any-authenticated-user GET
* Cascade archive via `root_chat_id`; pinned chats and active threads
exempt
* Root-only audit dispatch on detached context, matching manual archive
(`patchChat`) behavior
* 11 subtests covering disabled no-op, boundary, deleted messages, child
activity, pinned exemption, multi-owner, idempotency, and batch
pagination

PR #24643 adds per-owner digest notifications.
PR #24704 adds the requisite UI controls.

Cian Johnston 38f5d3f0b2 test: add regression guard for chat title masking (#24584)
Follow-up to #24564 addressing unresolved review findings.

- **DEREM-1**: Add `Test_diff/Chat/TitleMasked` to
`enterprise/audit/diff_internal_test.go` so flipping `title` back to
`ActionTrack` fails loudly. Verified: the case passes today, fails with
a clear diff after flipping to `ActionTrack`, passes again after
reverting.
- **DEREM-4**: Inline comment at `coderd/audit/request.go:138`
explaining why `ResourceTarget` for `database.Chat` returns a UUID
prefix instead of the title.
- **DEREM-5**: Trailing comment on `enterprise/audit/table.go` `title`
entry, matching the surrounding `ActionSecret` comment style.

Won't-fix, with rationale (per user):

- **DEREM-2** (8-char prefix collision risk): `resource_target` is a
display hint, not an identifier; the full UUID lives in `resource_id`.
- **DEREM-3** (named constant for `[:8]`): single call site; extracting
would be ceremony.
- **DEREM-6** (PR title misleading): merged PR title is immutable.
- **DEREM-7** (historical log redaction): the offending version only
shipped to dogfood for a couple of hours and not to customers.

Cian Johnston 4d45b69b03 fix: stop tracking chat title in audit logs (#24564)
Chat titles can contain sensitive information (secrets, internal project
names, etc.) and should not be visible in audit logs.

- Use truncated chat UUID (first 8 chars) as `resource_target` instead
of the title
- Mark the `title` field as `ActionSecret` so diffs render as `••••••••`

Spike Curtis 49b34a716a fix: fix slog to always use array of Fields (#21426)
Upgrades to slog v3 which includes a small, but backward incompatible API change to the acceptible call arguments when logging. This change allows us to verify via compile time type checking that arguments are correct and won't cause a panic, as was possible in slog v1, which this replaces (v2 was tagged but never used in coder/coder).

It also updates dependencies that also use slog and were updated.

I've left the `aibridge` dependency as a commit SHA, under the assumption that the team there (cc @pawbana @dannykopping ) will tag and update the dependency soon and on their own schedule.

Other dependencies, I pushed new tags.

Ethan ef807e41ce chore: mark workspace apps and workspace agents as unaudited (#18761)
The main goal of this PR is to remove Workspace Apps and Workspace Agents from the auto-generated audit log documentation, that incorrectly claims they are audited resources (no longer true with the addition of the connection log).

Though I believe we haven't touched any codepaths for returning audit logs, this PR also adds a test that ensures we continue to return *existing* connection, disconnect and open events correctly from the audit log API.

### Breaking Change (changelog note):
> User connections to workspaces, and the opening of workspace apps or ports will no longer create entries in the audit log. Those events will now be included in the 'Connection Log'.
Please see the 'Connection Log' page in the dashboard, and the Connection Log [documentation](https://coder.com/docs/admin/monitoring/connection-logs) for details. Those with permission to view the Audit Log will also be able to view the Connection Log. The new Connection Log has the same licensing restrictions as the Audit Log, and requires a Premium Coder deployment.

### Context

This is the first PR of a few for moving connection events out of the audit log, and into a new database table and web UI page called the 'Connection Log'.

This PR:
- Creates the new table
- Adds and tests queries for inserting and reading, including reading with an RBAC filter.
- Implements the corresponding RBAC changes, such that anyone who can view the audit log can read from the table
- Implements, under the enterprise package, a `ConnectionLogger` abstraction to replace the `Auditor` abstraction for these logs. (No-op'd in AGPL, like the `Auditor`)
- Routes SSH connection and Workspace App events into the new `ConnectionLogger`
- Updates all existing tests to check the values of the `ConnectionLogger` instead of the `Auditor`.

Future PRs:
- Add filtering to the query
- Add an enterprise endpoint to query the new table
- Write a query to delete old events from the audit log, call it from dbpurge.
- Implement a table in the Web UI for viewing connection logs.

> The PRs in this stack obviously won't be (completely) atomic. Whilst they'll each pass CI, the stack is designed to be merged all at once. I'm splitting them up for the sake of those reviewing, and so changes can be reviewed as early as possible.  Despite this, it's really hard to make this PR any smaller than it already is. I'll be keeping it in draft until it's actually ready to merge.

Mathias Fredriksson de41bd6b95 feat: add support for workspace app audit (#16801)
This change adds support for workspace app auditing.

To avoid audit log spam, we introduce the concept of app audit sessions.
An audit session is unique per workspace app, user, ip, user agent and
http status code. The sessions are stored in a separate table from audit
logs to allow use-case specific optimizations. Sessions are ephemeral
and the table does not function as a log.

The logic for auditing is placed in the DBTokenProvider for workspace
apps so that wsproxies are included.

This is the final change affecting the API fo #15139.

The protocol version was bumped previously, so it has been omitted here.

This allows the agent to report connection events, for example when the
