feat!: scope chat model override settings to organizations (#28442)
Moves chat model override settings from deployment scope to organization scope, following the org-scoping of chat model configs in #28440. Depends on #28440 (based on `ethan/chat-models-availability-consolidation`). Remote dogfood UAT passed on this change, including multi-organization scenarios on a licensed deployment with real models. ## Problem Chat model configs are now owned by organizations, but the override settings that reference them stayed deployment-wide: admin subagent/title/compaction overrides in `site_configs`, personal overrides in `user_configs`, and the advisor model embedded in the advisor runtime JSON. A single deployment-level override can only point at one organization's model config, so overrides effectively worked for the default organization only, and title generation had to soften its hard-failure contract to tolerate unusable overrides. ## Fix Admin overrides (general, explore, title generation, compaction, advisor) and personal overrides (root, general, explore) become organization-scoped rows in two new typed tables, `chat_organization_model_overrides` and `chat_user_model_overrides`. Composite foreign keys on `(organization_id, model_config_id)` make cross-organization model references unrepresentable. The migration deletes the legacy serialized `site_configs`/`user_configs` override keys instead of migrating them; admins and users re-select models in the new organization-scoped settings. New endpoints live under `/api/experimental/organizations/{organization}/chats/model-overrides` (admin defaults) and `/api/experimental/organizations/{organization}/members/{user}/chats/model-overrides` (personal overrides); the legacy deployment-level routes are removed. chatd resolves overrides via the chat's organization, restoring the hard-failure contract for configured-but-unusable title generation overrides. The deployment-level `AllowUsers` switch and advisor runtime limits stay deployment-scoped. The Coder Agents settings UI gains a per-organization "Defaults & overrides" page under AI Settings > Models, and the personal overrides page gains an organization selector for users in multiple organizations. Advisor telemetry now reports per-organization override rows. **BREAKING CHANGE**: Existing deployment-level overrides are dropped, not migrated. Every organization starts with no overrides after upgrade, and model selections must be re-applied in the new settings. The legacy deployment-level override endpoints are removed. Closes https://linear.app/coder/issue/CODAGT-872 > [!NOTE] > Xum (AI agent) authored this PR on behalf of @ibetitsmike. <!-- xum-attribution: model=claude-opus-4-6 thinking=high --> --------- Co-authored-by: Ethan Dickson <ethan@coder.com> |

feat!: scope chat model configs to organizations (#27955)
## Summary Scope chat model configurations and runtime model resolution to organizations. Each model configuration now belongs to exactly one organization, each organization can have its own default model, and Chatd only uses models that belong to the chat's organization. Depends on #27968. ## Problem Chat model configurations are currently deployment-wide even though chats belong to organizations. A default model, explicitly selected model, or configured model override can therefore reference the same model configuration from every organization. This prevents model catalogs and defaults from being isolated by organization and allows a chat to retain or select a model that its organization does not own. Existing model configurations also have no organization ownership or organization-scoped ACL data, and the database enforces a single live default across the entire deployment. ## Fix Add required organization ownership and ACL storage to chat model configurations. The migration assigns every existing configuration to the default organization, seeds organization-wide read access, and replaces the deployment-wide default constraint with a per-organization constraint. Scope Chatd lookup, admission, fallback, and queue-promotion behavior to the chat's organization: - New chats use the usable default model from their organization. - Explicit model selections from another organization are rejected. - Deployment or personal overrides that point to a foreign model are not used for the chat. - Historical cross-organization model references remain unchanged in the database, but runtime generation falls back to a usable local default. - Queue promotion resolves unavailable, disabled, missing, or foreign stored models to the usable local default and fails when no usable local default exists. The existing model configuration management and availability routes remain compatibility routes for the default organization in this layer. A later layer in the stack adds organization-scoped management routes and updates clients to use them. ## Breaking change This changes chat model behavior from deployment-wide to organization-scoped. Existing configurations are migrated only to the default organization; they are not copied into every organization. As a result: - A non-default organization no longer inherits the deployment's existing default model. - Creating a chat in an organization without a usable local default fails with `400: No default chat model config is configured.` - Explicitly selecting a configuration owned by another organization fails with `400: Model config does not belong to the specified organization.` - Existing chats whose stored model belongs to another organization can generate only if a usable local default is available; otherwise generation fails. Deployments using Agents in non-default organizations must configure a usable default chat model separately for each organization after the organization-scoped management layers in this stack are available. _This pull request description was generated by Coder Agents._ |

refactor(coderd/x/chatd): unify LLM model-call construction behind a resolver (#28145)
Centralizes every LLM client build in chatd behind one resolver and makes all model calls behave the same, instead of preserving per-flow quirks. ## Why `chatd` built LLM clients in five places (standard turn, compaction override, quickgen, title override, advisor), each repeating config parsing, route resolution, client construction, and debug wrapping with slightly different behavior. An earlier iteration of this PR centralized construction but preserved every historical quirk behind purpose-specific spec constructors and policy flags. Review concluded the quirks themselves were the problem. ## What changed - `Server.resolveModelCall` (`modelcall.go`) is the single pipeline from a `modelCallSpec` to a ready client plus call metadata. Callers build spec literals inline; the only spec fields are data: model source (chat config, explicit config row, or fixed provider/model pair for computer use), requested reasoning effort, chatd-scoped routing, and build options. - Uniform behavior for every call: - Provider options are always derived. Whole-chat summaries, turn status labels, and chat-model compaction summaries previously sent none; they now follow the config like everything else. - `MaxOutputTokens` always defaults to 32k when the config leaves it unset. The compaction summary call nulls the cap after copying the template because it is non-streaming and the Anthropic SDK rejects non-streaming requests whose cap implies a completion over ten minutes. - Debug recording always wraps the client when chat debug is enabled, labeled with the resolved provider/model. The debug-rebuild paths (`manualTitleDebugSpec`, `quickgenDebugSpec`) are deleted; debug helpers now only create and finalize run records, since run association flows through the generate context, not the model. - Clients are always constructed with the configured model string and unmutated route, so AI Gateway validation sees the name exactly as configured. The resolved identity feeds metadata, logs, and debug labels only. - `resolvedModelCall.newCall` / `newObjectCall` are the only production constructors of `fantasy.Call` / `fantasy.ObjectCall`; object calls now carry the config's sampling parameters. - Net: -240 lines. ## Validation - Full `./coderd/x/chatd/...` suite green (PostgreSQL-backed). - Red-green toggles verified for the three key unifications (option derivation, token default, summary cap removal). - ARCHITECTURE.md: prose the refactor made stale is deleted; no new resolver documentation is added. > Mux acted on Mike's behalf for this PR. |

feat: limit concurrent chat agents with pooled admission (#27902)
Limits concurrent chat generation on capped deployments to 5 root chats and 10 delegated subagent chats. The pools are deployment-wide and independent, so delegated work can continue while root capacity is full. The default caps live in AGPL code. Enterprise contributes only a licensing unlock, so unlicensed deployments stay capped and cannot fail open. Licensed deployments are uncapped while Agent Hours usage stays below an explicit hard limit. Deployments without a hard limit remain uncapped, and reaching the Agent Hours allocation only triggers warnings. Admission happens before a worker takes chat ownership. Capped deployments serialize admission across replicas with a transaction-scoped advisory lock and derive active and queued state from current ownership plus fresh runner heartbeats, rather than persisted queue markers or per-replica state. The acquisition query returns a bounded, pool-interleaved candidate set instead of ranking the whole backlog; a migration replaces the acquisition index with a pool-aware one. Refused chats stay running but unowned, and interrupt requests bypass admission so users can stop queued or over-cap chats. The single-chat API derives `queued_for_capacity` from live pool state; list endpoints do not report it. The UI polls that value every 5 seconds while a chat is running and shows a callout when the chat is waiting for capacity. Updates the administrator documentation and deployment-wide Prometheus gauges for active and queued agents. Replica-level values must be aggregated with `max`, not `sum`. > Mux updated this PR on Mike's behalf. |

refactor(coderd/x/chatd): carry the resolved OpenAI transport on a model wrapper (#27703)
Stacked on #27683. The OpenAI wire format is decided when the client is built, then thrown away, so downstream sites recompute it from `(provider, modelID, override)`. Any disagreement fails silently: the SDK type-asserts the concrete provider options struct and discards every OpenAI option, and text attachments are dropped because Responses natively accepts only images and PDFs. This adds `chatprovider.Model`, which pairs a fantasy client with the transport resolved from that client's own identity. Its fields are unexported and only the constructor sets the transport, deriving it from the client, so no caller can pick a transport that disagrees with the client it wraps. `chatopenai.Transport`'s zero value is invalid and panics when read rather than defaulting to a wire format, following the existing precedent for construction invariants. `Model` is threaded through construction, the resolve paths, and the four struct fields that store a model for later request preparation. Terminal call sites keep taking `fantasy.LanguageModel` and receive `LanguageModel()`, which avoids a new package edge from `chatloop` and `chatadvisor` into `chatprovider`. No decisions move yet. The consumers still recompute the transport, and `UsesResponsesAPI` now delegates to `TransportFor` so the two agree by construction. #27704 makes the consumers read it from the model. > Mux prepared this PR on Mike's behalf. |

feat: add per-model OpenAI Responses API toggle (#27683)
chatd hardcoded `WithUseResponsesAPI()`, so the provider SDK's static known-model list decided whether an OpenAI model spoke the Responses API or Chat Completions. A model absent from that list silently fell back to Chat Completions until the fantasy fork was patched. This exposes the SDK's `WithResponsesAPIFunc` hook as a per-model setting, `openai_config.use_responses_api`, stored in the existing `chat_model_configs.options` JSONB. Unset keeps the known-model list, `true` forces Responses, `false` forces Chat Completions. There is no migration. It sits in a new construction-time `openai_config` section rather than in `provider_options.openai` because it selects the API when the client is built, while `provider_options` holds per-request parameters. That placement is also load-bearing: a config setting only this field would otherwise materialize an OpenAI request-options struct and turn on provider-side response storage, since `Store` defaults to true there. Three places independently decided the transport and would silently disagree with the client actually built: | Site | Effect when it disagrees | | --- | --- | | `ModelFromConfig` | the transport being overridden | | `AcceptsFilePartMediaType` | text attachments dropped, since Responses natively accepts only images and PDFs | | `UsesResponsesOptions` | the SDK type-asserts the concrete options struct, so every OpenAI option is discarded | They share one predicate here, `chatopenai.UsesResponsesAPI`, with the override threaded to each. The rest of the stack removes that threading by resolving the transport once and carrying it. Compaction overrides and the quickgen debug model built clients without `ConfigOptions`, so they now pass it and pick up both this setting and the existing Anthropic beta headers. The toggle also makes transport-conditional option handling admin-switchable, so two hardening changes ride along. `ServiceTierFromChat` now maps every tier the codersdk enum advertises (`auto`, `default`, `flex`, `scale`, `priority`); it previously returned nil for `default` and `scale`, so flipping a model to Responses silently dropped a configured `service_tier` that the API accepts (fantasy forwards the value unchanged). And a new `TestProviderOptionsTransportParity` pins, per `provider_options.openai` field, which transport honors it, against a table in ARCHITECTURE.md, so a field honored on one transport and silently ignored on the other fails the test unless recorded as intentional. Review rounds also caught two lifecycle gaps around the new field. `isZeroChatModelCallConfig` now inspects `OpenAIConfig`, so a stored options blob whose only setting is this toggle survives into GET/list responses instead of reading as `model_config: null`; `TestIsZeroChatModelCallConfigCoversEveryField` sets each config field in isolation and fails if any field is invisible to the zero check. And the model editor's update path sends an explicit empty `model_config` when an edit clears the last field, since an omitted property preserves the stored options server-side; covered by the `EditClearingLastOptionSendsEmptyConfig` story. Azure keeps following the known-model list, because the Azure provider exposes no equivalent hook. The model editor renders Azure with the OpenAI option schema, so instead of shipping a visible but inert control, the option schema generator gains a `providers` struct tag that it emits as `visible_for_providers`. Gating uses the raw provider type rather than the alias table, so the control appears only for openai-typed providers. No hand-written frontend field: the editor renders it from the generated schema. feat: remove unused chat statuses pending, paused, and completed (#27064)
The chatd state machine only recognizes `waiting`, `running`, `error`, `requires_action`, and `interrupting`. Remove the unused `pending`, `paused`, and `completed` values from the database enum, backend, SDK, frontend, generated queries, and API docs. Migration `000543_chat_status_remove_unused` remaps existing `pending` rows to `running`, remaps `paused` and `completed` rows to `waiting`, drops the obsolete `idx_chats_pending` index, and recreates `chats_expanded` around the enum swap. It also removes the dead `AcquireChats` query and all remaining query literals for the deleted statuses. **NOTE**: The enum swap can break chat queries from older replicas during a mixed-version rollout because they still reference `'pending'::chat_status`. Chats are experimental, so this PR accepts that limited rollout window instead of adding a two-release expand and contract sequence. > This PR was authored by Mux (AI agent) on Mike's behalf. |

fix(coderd): stop manual title generation from writing to chat_messages (#27087)
Coder Agents chats could get stuck showing "Thinking" forever when a title regenerate/propose request ran while a generation was in flight. Manual title generation recorded token cost by inserting a hidden assistant message into `chat_messages` and immediately soft-deleting it. Triggers on that table sync `chats.history_version` to `snapshot_version`, so this out-of-band write broke the `history_version` fence of an in-flight generation task, killing it without a replacement and leaving the chat stuck in `running`. Remove the accounting path entirely; AI Gateway already records title-call usage in `aibridge_interceptions`/`aibridge_token_usages`. The manual title endpoints no longer write to `chat_messages` at all, and new regression tests assert `history_version` stays untouched. Note this intentionally drops title-generation cost from chatd's chat-level cost surfaces; it still counts against the user's AI budget via AI Gateway. Closes CODAGT-595 |

fix(coderd): use pasted-text attachments as chat title input (#27067)
Closes https://linear.app/codercom/issue/CODAGT-268 ## Problem The chat UI collapses large pastes (>=10 lines or >=1000 chars) into a synthetic `pasted-text-*.txt` attachment. A chat created with only such an attachment had no title input anywhere: the create path derived `titleSource` only from text and file-reference parts (so the chat was named "New Chat"), async auto-titling extracted text the same way and silently skipped generation, and the manual propose/regenerate paths returned an empty title for the same reason. The regular prompt path already inlines these files for the model; only the title paths were blind. ## Fix Add a single title-input derivation in `chatprompt` and use it everywhere: - `chatprompt.TitleText` joins text and file-reference parts (unchanged formatting), and falls back to synthetic pasted-text attachment content (truncated to a 16 KiB title budget) when they yield nothing. - `chatprompt.SyntheticPasteFileIDs` identifies paste attachments; `chatprompt.FallbackTitle` consolidates the previously duplicated `chatTitleFromMessage` / `fallbackChatTitle`. - Chat creation captures paste blob references while validating file parts (the file row was already loaded there) and derives `titleSource` via `TitleText`. Only the create path derives titles; message send and edit reuse the same validation without copying any blob data. - `GenerateChatTitleAsync` and the manual propose/regenerate paths resolve paste content via `titlePasteText`, which only queries when a visible user message has no other title text, so chats with typed text never incur a file fetch. - Title-path paste fetches are bounded: a new `GetChatFileDataPrefixesByIDs` query returns only a `substr` prefix (`chatprompt.TitlePasteBytePrefix`, 64 KiB = 4 bytes x the 16 Ki-rune title budget) so full blobs (up to 10 MiB each) never leave the database for titling, and `chatprompt.TitlePasteText` applies the same bound to the create path which already holds the loaded row. Deliberate side effect: because generation-time extraction now matches create-time `titleSource` exactly, file-reference-only chats also become eligible for AI titles. They were previously skipped by the same derivation mismatch. Non-goals: no frontend changes (attachment chip UX stays as is), and non-synthetic user-uploaded `.txt` files still yield "New Chat". ## Testing - Unit tests for `TitleText`, `TitlePasteText`, `SyntheticPasteFileIDs`, `FallbackTitle`, `titleInput`, `titlePasteText`, and paste-aware `extractManualTitleTurns`. - Real-database test for `GetChatFileDataPrefixesByIDs` (prefix shorter and longer than stored data) plus dbauthz coverage for the new query. - Integration tests: paste-only create gets a fallback title from the paste content, async title generation fires with the paste content as input, and `RegenerateChatTitle` works on a paste-only chat. > This PR was written by [Mux](https://mux.coder.com) on Mike's behalf. |

fix: unblock manual chat title generation for unowned chats (#26963)
## Problem
The Generate button in the chat Rename dialog (POST
`/api/experimental/chats/{chat}/title/propose`) could fail in ways
unrelated to actual concurrent title generation:
- The manual title lock returned 409 for any `pending` chat and any
`running` chat without a worker. Legacy `pending` rows are never
acquired by workers, so those chats 409'd forever. Running chats are
unowned in the normal window between message submission and worker
acquisition (indefinitely when runners are down), producing spurious
409s.
- A missing default chat model config surfaced as a generic 500, and the
dialog hid the actionable cause carried in the error detail.
## Fix
Backend (`coderd/x/chatd`, `coderd`, `coderd/database`):
- Remove the manual title lock entirely. Races between title writers are
already resolved by `recordManualTitleUsage`, which re-reads the chat
under `GetChatByIDForUpdate` and only persists the generated title when
it is unchanged since the request snapshot, so concurrent regenerates
and renames settle by last write wins. The lock only suppressed
duplicate model calls (the dialog already disables the button in flight,
and usage limits bound spend), and its synthetic `worker_id` marker was
the source of the spurious 409s. The 409 responses, the marker and
staleness handling, and the now-unused
`UpdateChatStatusPreserveUpdatedAt` query are gone.
- New `ErrNoDefaultChatModelConfig` sentinel mapped to 400 "No default
chat model config is configured." in both title endpoints, matching the
POST `/chats` precedent.
Frontend (`site`):
- The Rename dialog error alert now renders the API error detail under
the message, reading `error.response.data.detail` directly so
detail-less API errors do not show the generic developer-console hint.
- Removed the dead regenerate-title UI plumbing (`onRegenerateTitle`
outlet wiring and the `regeneratingTitleChatIds` spinner pipeline). The
Rename dialog propose flow is the only live title-generation UX; the
endpoint, codersdk methods, and the `api.ts`/`queries/chats.ts` layer
are kept for API consumers.
## Tests
- chatd internal: a strict-mock test pinning the compare-and-swap guard
(a concurrently changed title must not be clobbered by a generated one),
plus the existing persist-and-broadcast coverage without lock
transactions.
- HTTP: `PendingWithoutWorker` expects 200 for both endpoints,
`NoDefaultModelConfig` (400) subtests, a stopped-workspace propose
regression, and an `Unauthenticated` propose subtest.
- Storybook: stories asserting the API error detail renders in the
dialog alert, and that detail-less API errors and plain errors do not
leak the developer-console hint.

refactor: deprecate AIGatewayRoutingEnabled, remove direct chat routing (#26862)
This PR removes the now-dead direct-routing code: - Deletes the direct routing implementation. - Collapses the resolvedModelRoute discriminated union into aiGatewayModelRoute. - Removes the dead providerKeys cascade. - Deletes the preferredShortTextCandidates quickgen function. - Simplifies the advisor override error handling. - Deprecates the AIGatewayRoutingEnabled deployment option. It is now a no-op so as to not break existing deployments on upgrade. Once direct routing was gone, the AI Gateway became mandatory for chat, which surfaced gaps in how the product behaves with the gateway disabled: - Exposes ai-gateway-enabled to the frontend via embedded page metadata. - Disables the chat composer via the existing AgentSetupNotice when the gateway is disabled, for both new and existing chats. - Fixes nil/typed-nil chatDaemon panics on startup and shutdown when gateway is disabled. - Fixes chat WebSocket from retrying the still-gated stream endpoint forever when the gateway is disabled. |

refactor: drop chat_model_configs provider column (#26877)
The provider type already lives authoritatively in ai_providers.type, reachable on every active row through ai_provider_id, which the chat_model_configs_ai_provider_required_when_active CHECK makes mandatory. The stored provider string was a denormalized copy the system kept in sync with a startup backfill and no longer needs. Every surface now derives provider type from the linked ai_providers row. Telemetry is the one exception: it keeps emitting provider, now sourced from ai_providers.type via a JOIN, so the BigQuery column and the Nexus dashboards that read it are unaffected. The experimental HTTP/SDK response drops provider and makes ai_provider_id required, since those endpoints return only active configs; consumers resolve provider type from ai_provider_id and the AI providers listing. This ships in a single release with no compatibility window: production reads the table via SELECT *, so a pre-drop binary fails config reads the moment the column is gone. Operators must scale to zero before upgrading, and there is no rollback. Closes CODAGT-599 |

fix(coderd/x/chatd): harden openai-compatible chat calls (#25737)
OpenAI-compatible chat paths hit two provider compatibility issues. Some compatible endpoints reject a named `tool_choice` when there is only one tool, and Gemini's OpenAI-compatible endpoint requires thought signatures on current-turn tool calls. Centralize OpenAI-compatible request patches in the chat provider: rewrite single named tool choices to `"required"`, and add the documented dummy Google thought signature to the first tool call in each current-turn tool step for Gemini routes. Vercel OpenAI-compatible requests are left unchanged for the thought-signature patch. > Mux created this PR on behalf of Mike. |

feat: route chatd provider traffic through aibridge (#25629)
## Summary Routes chatd model calls backed by concrete AI Provider rows through the in-process aibridge transport by default, with deployment options to use direct provider routing when AI Gateway is disabled or chat AI Gateway routing is disabled. - Splits model routing into common, direct provider, and AI Gateway paths behind a single deployment-mode entry point. - Builds chatd models through explicit request, route, and options data. Active API key attribution is passed explicitly instead of being hidden inside generic model construction. - For AI Gateway BYOK routes, resolves the user's provider key in chatd, forwards it through provider-specific auth headers, and sets `X-Coder-AI-Governance-Token` to the `delegated` marker so aibridge preserves those headers while still stripping Coder-specific metadata. - Keeps central provider credentials and deployment fallback credentials out of forwarded provider auth headers, so AI Gateway central policy remains authoritative. - Redacts delegated provider auth from default string formatting to avoid accidental plaintext logging of user BYOK credentials. - Covers selected chat models, advisor overrides, title and quickgen paths, subagent overrides, computer use model selection, and an integration-style chat turn through the aibridge transport path. - Persists initiating API key IDs on chat and queued user messages, including subagent child messages, and fails closed for AI Gateway-routed model builds without an active key. - Removes unused `api_key_id` indexes while keeping the persistence columns and foreign keys. - Keeps the deployment option available through config and env parsing, but hides it from CLI help and generated docs. - Stabilizes the subagent poll fallback test so background CreateChat processing cannot win the state transition under slower CI environments. ## Tests - `go test ./coderd/x/chatd -run 'TestAIGatewayProviderAuthForUser|TestAIGatewayProviderAuthRedactsFormatting|TestResolveModelRouteForConfigAIGatewayProviderAuth|TestAIGatewayModelForwardsProviderAuth|TestProcessChat_AIGatewayRoutingUsesDelegatedAPIKey|TestAwaitSubagentCompletion' -count=1` - `go test ./coderd/aibridged -run 'TestServeHTTP_DelegatedAPIKey|TestServeHTTP_StripCoderToken' -count=1` - `git diff --check HEAD~1..HEAD` - `make lint` > Mux working on behalf of Mike. |

chore: standardize on *_internal_test.go for white-box tests (#25601)
My agent added `//nolint:testpackage` to a test file on one of my PRs. Again. This PR cleans it up across the entire repo and updates the in-repo conventions so future agents stop doing it. The repo already has a precedent for white-box tests that need to touch unexported symbols: `*_internal_test.go` (145+ existing files). The `testpackage` linter's default `skip-regexp` exempts that filename suffix, so the `//nolint:testpackage` directive is unnecessary in every case where someone reached for it. This PR renames 51 such files to `*_internal_test.go` via `git mv` so blame and history follow, and strips the dead directive from 2 files that were already correctly named (`coderd/oauth2provider/authorize_internal_test.go`, `coderd/x/chatd/advisor_internal_test.go`). `.claude/docs/TESTING.md` now documents the rule explicitly under *Test Package Naming*, which is imported into the root `AGENTS.md` via `@.claude/docs/TESTING.md`. The rule: prefer `package foo_test`; if you need internal access, rename the file to `*_internal_test.go` rather than adding a nolint directive. |
