dylanhuff-at-coder 99e740bdb7 feat: add user secrets file parser and shared validator (PLAT-240) (#26723)
Part of the **PLAT-240** bulk secret import stack: this PR adds the
`codersdk` parser and shared create-secret validator used by the
follow-up batch endpoint and UI PRs.

`ParseSecretsFile` parses `.env`, `.json`, and `.yaml` files into
`CreateUserSecretRequest` entries in source order, with size, count,
duplicate-key, structure, and malformed-input checks.
`ValidateCreateUserSecretRequest` now backs the single-create handler
too, so create validation has one SDK-level implementation.

Michael Suchacz 3227cac217 feat: add manual chat compaction via /compact (#27081)
Adds a user-triggered `/compact` action for Coder Agents chats: typing
`/compact` in the composer (or picking it from the `/` trigger menu)
summarizes the conversation so far to free up context window space.

## How it works

- New `POST /api/experimental/chats/{chat}/compact` endpoint
(owner-only, RBAC `ActionUpdate`, excluded from the public API reference
via `x-apidocgen skip`). It marks the chat with a durable one-shot
`chats.compaction_requested_at` signal and moves it `waiting -> running`
via a new `RequestCompaction` state transition; no message row is
inserted. AI Gateway attribution needs no per-request key: generation
preparation resolves the owner's synthetic API key (#27170) like any
other turn.
- `RequestCompaction` hands off chat ownership (clears
`worker_id`/`runner_id`) so a worker acquisition hint is published;
since the transition changes no history, the previous runner could
otherwise miss the request under reordered pubsub delivery.
- The background chat worker picks the chat up like any other turn. A
pending manual request takes precedence over turn completion in the
generation decision, and forces compaction even below the automatic
threshold (and when compaction is disabled via threshold=100). The
commit step consumes the request marker in the same transaction; any
transition that ends the turn clears stale markers.
- The summary triplet reuses the automatic-compaction path, now tagged
with a `source` (`automatic` | `manual`) that is plumbed through
streamed progress parts, persisted tool JSON, and the UI label
("Summarized (manual)").
- Validation order: busy chats reject with 409 (state-machine conflict),
empty/already-compacted chats with 409 "nothing to compact", archived
chats with 400; the owner usage-limit check runs last so no-op requests
surface the specific conflict instead of a limit error.
- Web UI: the `/` trigger menu now has a built-in "Commands" group
listing `/compact`; submit intercepts exactly `/compact` and calls the
endpoint instead of sending a message. A personal or workspace skill
named `compact` takes precedence over the built-in command; while skill
collisions are still resolving, an exact `/compact` submission is
blocked with a retryable hint instead of leaking as message text.
History and queued-message edits are never intercepted. After
compaction, the context usage indicator resets to its unknown state
until the next assistant response reports fresh usage, instead of
showing the stale pre-compaction number.
- codersdk: `ExperimentalClient.CompactChat`.

Worker-path execution (rather than compacting synchronously in the
handler) reuses the existing lock fencing, live "Summarizing..."
streaming, retry accounting, restart resilience, and debug-run
observability. Rationale documented in `coderd/x/chatd/ARCHITECTURE.md`.

## Testing

- State machine: transition-matrix coverage for `RequestCompaction`,
marker lifecycle tests (carried by lease renewals/queue appends, cleared
by terminal transitions, consumed by commit), ownership handoff +
acquisition hint assertions.
- Worker: decision-ordering and forced-compaction unit tests;
active-server end-to-end test (manual compact below threshold produces a
`source=manual` summary, returns to `waiting`, no assistant follow-up;
busy chat rejected).
- API: success, archived, non-owner, RBAC-denied, empty-chat, no-daemon
cases; usage-limit ordering (at-limit owners still get
state/nothing-to-compact conflicts for no-op requests, with marker
rollback).
- Frontend: Storybook play tests for the Commands menu group, submit
intercept, skill-name collision, queued-edit passthrough, and
manual/automatic tool rendering; unit tests for command availability
resolution and the post-compaction context usage reset.

Susana Ferreira a9fdf87a2f feat: add GET /groups/{group}/members/ai/spend (#27130)
## Description

Adds `GET /api/v2/groups/{group}/members/ai/spend?user_ids=...` (also available org-scoped at `/api/v2/organizations/{org}/groups/{groupName}/members/ai/spend`) to return per-member AI spend attributed to a group, along with each member's effective budget group and the applied spend limit when the queried group is their effective budget source.

In the UI, this endpoint is used alongside the existing `/api/v2/groups/{group}/members` endpoint. AI spend data is kept separate from that endpoint so that:

- Different concepts stay on different endpoints: identity (group members) vs. cost control (spend). Cost control is an additional feature layered on top of groups/orgs.
- Callers that don't need spend information don't pay for its computation.

UI flow:

1. Request `/api/v2/groups/{group}/members` → returns the group's members.
2. Request `/api/v2/groups/{group}/members/ai/spend?user_ids=...` with the IDs from step 1.

**Note:** Only current members of the queried group are returned. `spend_limit_micros` and `limit_source` are populated only when the queried group is the member's effective budget source (its own limit or a user override). `effective_group_id` is null when the member's budget resolves to a group in another organization, since an organization is treated as a tenant boundary.

Michael Suchacz 9f4ddea571 feat: revoke MCP server OAuth grants at the provider on disconnect (#27300)
Closes
[CODAGT-805](https://linear.app/codercom/issue/CODAGT-805/revoke-oauth-grants-at-the-source-for-mcp-servers).

The experimental MCP server OAuth2 disconnect endpoint previously
deleted only the stored token row, leaving the grant active at the OAuth
provider. This PR adds provider-side token revocation while keeping
local disconnect independent of provider availability.

## Changes

- Add `mcp_server_configs.oauth2_revocation_url` in migration `000547`.
The value can be configured manually, discovered from RFC 8414 metadata,
and managed through the MCP server settings UI. Non-admin responses
redact it with the other OAuth2 fields.
- Revoke the refresh token first through the RFC 7009 endpoint, then
fall back to the access token only for `unsupported_token_type`. Public
clients send `client_id`; confidential clients use
`client_secret_basic`.
- Delete the local token transactionally before best-effort provider
revocation. Callers without a token receive the same response for hidden
and nonexistent config IDs, and provider failures return a generic
warning without exposing provider response bodies.
- Require HTTPS revocation endpoints except for HTTP loopback URLs.
Redirects must preserve the POST and remain on the configured origin.
Redirect errors omit provider-controlled paths and query strings so
reflected token material cannot enter logs.
- Treat `200 OK` and `204 No Content` as completed revocations. `202
Accepted` remains a failure because it does not confirm completion.
- Prevent an in-flight refresh from recreating a token deleted by
disconnect. Refresh persistence now uses an optimistic update keyed by
token ID and `updated_at`; only the OAuth callback can create a token
row. Refresh conflicts reload the current row or clear in-memory auth
when disconnect deleted it.
- Return `{token_revoked, token_revocation_error}` from disconnect,
while retaining SDK compatibility with the legacy `204` response. The UI
surfaces provider revocation failures as warning toasts.
- Document revocation endpoint discovery, HTTPS requirements, and
best-effort disconnect behavior.

No token or no configured revocation URL returns `token_revoked: false`
without an error, so disconnect remains idempotent.

Michael Suchacz 46d1823c0a feat: add workspace skills to agent chat slash menu (#25600)

Adds workspace skills to the agent chat slash menu, sourced entirely
from the chat's pinned context resources (the single-chat GET response
the page already fetches), the same inventory `read_skill` resolves
from. No new API endpoint is introduced.

Personal entries insert `/name`, or `/personal/name` when the name
collides with a workspace skill or the chat's pinned context has not
resolved yet; workspace entries insert `/workspace/name`. Qualified
aliases stay searchable even when the displayed trigger is bare. Before
a chat binds a workspace (new chat form, or a selected but unbound
workspace), the menu lists personal skills only.

Sending a message invalidates the chat detail query, and chatd
broadcasts a context watch event when a first-turn bind pins the chat,
so the menu picks up newly pinned context without a reload.

Makes `UpdateChatWorkspaceBinding` a no-op when the requested
workspace/build/agent binding is unchanged, preserving `updated_at` so
chat list ordering and watch events stay stable.

Includes regression coverage for the no-op binding guard, pinned-context
skill mapping, collision qualification, and skills menu behavior.

Ehab Younes 35ade9e3d2 feat: collect workspace logs in support bundles (#26694)
Add workspace-side file collection to `coder support bundle` via
repeatable --workspace-file flags. The agent resolves the requested
paths or globs inside the remote workspace and streams back a tar with
a manifest and the collected files; nothing is read from the machine
running the command.

- Add POST /api/v0/bundle-files to the agent's agentfiles package.
- Expand env vars in the agent's environment; paths must then be
  absolute or start with ~/ (the agent user's home directory).
- Support ** globs and tail oversized files.
- Record requested patterns, per-path errors, truncation, and the
  applied limits in a manifest.
- Unpack the archive into the bundle under agent/workspace_files/,
  recording dropped entries in collection_errors.txt.
- Write a manifest-only archive marking collection as unsupported for
  agents that predate the endpoint.
- Bound collection: 64 KB request body, 10000 files, 10 MiB per file,
  100 MiB total including archive overhead, 110 MiB client-side read
  cap, 5 minute timeout.

Ethan cc11c8a536 feat: surface model content-filter refusals as a blocked chat error (#27118)
Blocked turns from a provider's content filter (Anthropic's `refusal`
stop reason with empty content) previously ended silently on the
"Thinking" spinner. They now end as a terminal `content_filter` error
that renders as a "Response blocked" message with the provider's
category and explanation.

Nick Vigilante 61e52532c0 docs: wrap placeholder syntax in backticks in CLI help and swagger annotations (#27194)
## Problem

Generated reference docs (`docs/reference/cli/*`,
`docs/reference/api/*`) contained raw placeholder and JSON syntax that
came straight from Go CLI help strings and swagger annotations. HTML
renderers treat the angle-bracket tokens (`<team-slug>`, `<uuid>`,
`<KEY>`, etc.) as unknown tags and drop them, so readers see
broken/half-missing text today. The same strings also break MDX parsing.

## Fix

Wrap the placeholder/JSON syntax in backticks **at the source** (Go help
strings and swagger annotation comments), then `make gen`. Rendered docs
now show the placeholders as inline code instead of dropping them.

deployment settings page. If that field is not Markdown-rendered,
literal backticks will show there. Happy to drop the `deployment.go`
change if you'd rather keep the UI text clean and fix `server.md`

- **Out of scope here:** `docs/reference/cli/agent-firewall.md`
(`<host>`/`<glob>`) is generated from the external
`github.com/coder/boundary` module, not this repo. It needs an upstream
fix + module bump; not included in this PR.

## Evidence: placeholders dropped on the live docs site

Verified **2026-07-14** against the live site (`coder.com/docs`, i.e.
`main`, pre-merge) by loading each affected page in headless Chrome and
reading the post-hydration DOM (confirmed identical in the raw page
payload). Each simple `<token>` placeholder is parsed as an **empty
custom HTML element**, so the browser renders nothing for it and the
placeholder text disappears from the page.

Paweł Banaszewski 3126306598 feat: add --aigateway-proxy-target flag (#27122)
Adds `--aigateway-proxy-target` option to
`deploymentGroupAIGatewayProxy` that defines URL to which intercepted
requests should be forwarded to.
Forward URL used to be hardcoded to `coderAPI.AccessURL` pointing to
embedded Gateway. With addition of standalone AI Gateway this needs to
be configurable.

Renamed `aibridgeproxyd.Server.coderAccessURL` and `coderAccessPort` ->
`gatewayURL` and `gatewayPort` + option to better reflect reality.

Ethan b0f0a54ab7 feat(codersdk): add strict unmarshalling for ChatModelCallConfig (#27187)
Adds `ChatModelCallConfig.UnmarshalStrict`: `UnmarshalJSON` except
unknown fields and trailing data are errors instead of being silently
dropped.

`model_config` is free-form JSON at its edges (Terraform config, API
bodies), so a typo'd setting is dropped with no signal;
coder/terraform-provider-coderd#388 uses this for plan-time validation.
It has to live in codersdk because the custom `UnmarshalJSON` and its
unexported aux struct (which defines the accepted key set, including
legacy pricing aliases) make strict decoding impossible from outside the
package. `UnmarshalJSON` stays lenient since it is on the read path for
stored configs and older clients, where unknown keys mean version skew
rather than user error.

(`bedrock-mantle.{region}.api.aws/anthropic/v1/messages`) to AI Gateway.

## Why a `protocol` field, not a new provider type

The alternative is to model mantle as its own `ai_provider_type`
(`bedrock-mantle`) alongside `bedrock`. I chose the `protocol` field
instead for two reasons:

1. Mantle reads more like a protocol of Bedrock than a separate
provider. It is the same AWS account, credentials, region, and IAM,
reached over a different wire protocol and host. One Bedrock provider
with two protocols (`invoke-model` default and `mantle`) models that
more organically than two provider types.
2. It avoids a database migration. The `protocol` field lives in the
settings JSON blob (empty resolves to `invoke-model`, so existing
providers are unaffected), whereas a new type means an enum value and
the `ALTER TYPE ... ADD VALUE` migration that goes with it.

## Why passthrough, not translation

The client already emits Bedrock-legal requests in mantle mode:

## Consequences

- Protocol-dependent fields: `model` / `small_fast_model` are used by
InvokeModel but ignored by mantle (the client sends the model), and
`base_url` is required for mantle but optional for InvokeModel.
Validation is protocol-aware.
- No central model control on mantle: because it is a passthrough, the
operator cannot pin the model.
- `region` and the `base_url` host must name the same region (the SigV4
scope must match the endpoint); a mismatch surfaces as `Credential
should be scoped to a valid region`.

Michael Suchacz 6f6d7539c8 feat: remove unused chat statuses pending, paused, and completed (#27064)
The chatd state machine only recognizes `waiting`, `running`, `error`,
`requires_action`, and `interrupting`. Remove the unused `pending`,
`paused`, and `completed` values from the database enum, backend, SDK,
frontend, generated queries, and API docs.

Migration `000543_chat_status_remove_unused` remaps existing `pending`
rows to `running`, remaps `paused` and `completed` rows to `waiting`,
drops the obsolete `idx_chats_pending` index, and recreates
`chats_expanded` around the enum swap. It also removes the dead
`AcquireChats` query and all remaining query literals for the deleted
statuses.

**NOTE**: The enum swap can break chat queries from older replicas
during a mixed-version rollout because they still reference
`'pending'::chat_status`. Chats are experimental, so this PR accepts
that limited rollout window instead of adding a two-release expand and
contract sequence.

Ethan 1497ba14fe refactor: type computer use provider as an enum (#27086)
The deployment-wide computer use provider was passed around as a bare `string` on the `codersdk` wire structs, in `chattool`, and in the generated TypeScript, and its valid values (`anthropic`, `openai`) were never exposed as a `codersdk` enum. That's out of step with our other chat settings (`ChatDebugRunKind`, `ChatUsageLimitPeriod`), which already define enums with `Valid()` and an `All<Name>s` slice, and it left the allowed values duplicated as literals with no typed contract for clients.

This adds `codersdk.ChatComputerUseProvider` as the single source of truth and routes the API boundary, `chattool`, `chatd`, and the generated TypeScript through it. The DB layer and chattool's internal model-provider routing stay `string` on purpose, since they handle untrusted or fantasy-model values that just happen to share the names.

Bobby Ho b169f4d8cb feat: expose external auth token expiry in agent API and CLI (#26883)
Previously, \`ExternalAuthResponse\` contained no expiry information, so
workspace agents and git credential helpers had no way to know when a
cached token would stop being valid. Every git operation had to call
back to coderd via \`GIT_ASKPASS\` to get a fresh token, adding 1-2
seconds of latency.

This PR surfaces \`OAuthExpiry\` from the database as \`ExpiresAt\` in
\`ExternalAuthResponse\`, allowing agents to cache tokens with correct
eviction timing (compatible with \`git-credential-cache --timeout\` and
\`password_expiry_utc\` introduced in git 2.34).

\`ExpiresAt\` is normalized to UTC before JSON encoding to avoid
sub-minute precision loss that occurs when the PostgreSQL driver applies
historical Local Mean Time (LMT) timezone offsets to year-1 AD
timestamps.

The \`coder external-auth access-token\` CLI command gains \`--output
json\` to print the full response including \`ExpiresAt\`, enabling
scripts to consume the expiry without parsing heuristics.

Itay Dafna d7ad85f7f6 feat: support multiple OIDC redirect URIs (#25408)
This PR adds a new opt-in setting, `CODER_OIDC_REDIRECT_ALLOWED_HOSTS`,
that lets a single Coder deployment complete OIDC login on more than one
hostname. When the allowlist is non-empty, Coder picks the OIDC
`redirect_uri` based on the incoming request's Host header (validated
against the list) instead of always using the static URL derived from
`CODER_ACCESS_URL`. When unset, the (default) behavior is identical to
today.

The motivation is that a single Coder deployment is frequently reachable
via multiple hostnames - for example, an internal hostname for users on
a corporate VPN and a different hostname routed through a zero-trust
gateway for users off-VPN - but OIDC login today only works on whichever
single hostname `CODER_ACCESS_URL` points to, because the `redirect_uri`
sent to the IdP is fixed at server startup. Users who reach the
deployment on any other valid hostname can see the login page but fail
the OIDC callback, since the IdP redirects them back to a hostname they
can't reach (or whose cookies they don't have).

When a Bedrock provider assumes an IAM role via STS, the gateway now
generates a unique external ID for it and sends that value on every
`AssumeRole` call. The external ID guards against the [confused deputy
problem](https://docs.aws.amazon.com/IAM/latest/UserGuide/confused-deputy.html)
on cross-account role assumption. Per [AWS's
recommendation](https://docs.aws.amazon.com/IAM/latest/UserGuide/id_roles_create_for-user_externalid.html),
the gateway generates and owns the value rather than accepting one from
the operator; that ownership is what makes it effective, since a party
who knows another's external ID can't induce the gateway to send it.

The external ID is server-owned and read-only over the API. It is
generated once, when a provider first has a `role_arn`, and is stable
thereafter. Clients cannot set it: create rejects any supplied
`external_id`, and update rejects a value that differs from the stored
one. An update may echo the stored value back unchanged, so the normal
read-modify-write flow (GET the provider, change a field, PATCH the full
settings object) keeps working. The value is not a secret and is
returned on GET so operators can copy it into the target role's trust
policy as an `sts:ExternalId` condition.

It is persisted in the existing JSON settings blob, so there is no
migration or audit-table change.

Cian Johnston 4936ff9808 refactor: deprecate AIGatewayRoutingEnabled, remove direct chat routing (#26862)
This PR removes the now-dead direct-routing code:

- Deletes the direct routing implementation.
- Collapses the resolvedModelRoute discriminated union into aiGatewayModelRoute.
- Removes the dead providerKeys cascade.
- Deletes the preferredShortTextCandidates quickgen function.
- Simplifies the advisor override error handling.
- Deprecates the AIGatewayRoutingEnabled deployment option. It is now a no-op so as to not break existing deployments on upgrade.

Once direct routing was gone, the AI Gateway became mandatory for chat, which surfaced gaps in how the product behaves with the gateway disabled:

- Exposes ai-gateway-enabled to the frontend via embedded page metadata.
- Disables the chat composer via the existing AgentSetupNotice when the gateway is disabled, for both new and existing chats.
- Fixes nil/typed-nil chatDaemon panics on startup and shutdown when gateway is disabled.
- Fixes chat WebSocket from retrying the still-gated stream endpoint forever when the gateway is disabled.

Mathias Fredriksson 047c47495b refactor: drop chat_model_configs provider column (#26877)
The provider type already lives authoritatively in ai_providers.type,
reachable on every active row through ai_provider_id, which the
chat_model_configs_ai_provider_required_when_active CHECK makes
mandatory. The stored provider string was a denormalized copy the system
kept in sync with a startup backfill and no longer needs.

Every surface now derives provider type from the linked ai_providers
row. Telemetry is the one exception: it keeps emitting provider, now
sourced from ai_providers.type via a JOIN, so the BigQuery column and the
Nexus dashboards that read it are unaffected. The experimental HTTP/SDK
response drops provider and makes ai_provider_id required, since those
endpoints return only active configs; consumers resolve provider type
from ai_provider_id and the AI providers listing.

This ships in a single release with no compatibility window: production
reads the table via SELECT *, so a pre-drop binary fails config reads the
moment the column is gone. Operators must scale to zero before upgrading,
and there is no rollback.

Configuring only a GitHub Copilot provider left the Agents page stuck on
"set up a provider then add a model", even with a provider and models
configured. The catalog dropped any provider type that NormalizeProvider
did not recognize, so a Copilot-only deployment looked identical to an
empty one and never unlocked the page.

The Agents harness cannot use Copilot: it needs a per-request token only
an official Copilot client can mint, and the harness is not one. Instead
of dropping such providers, the catalog now reports them as unsupported
so the UI can explain the dead end and point elsewhere, rather than ask
for setup that already happened. The providers stay usable through the
AI Gateway proxy.

Support is derived from the provider type, not stored, so there is no
migration. codersdk.IsAgentsUnsupportedProviderType is the single source
of truth, consulted by the chatd catalog and, through the generated
AgentsUnsupportedProviderTypes list, the frontend.

The diff also carries unrelated modernization of nearby db2sdk and
chatprovider helpers (slices.SortFunc, strings.Cut, range-over-int).

Adds a new enterprise-only `GET /api/v2/ai-gateway/serve` endpoint that standalone AI Gateway replicas use to connect to `coderd` over a DRPC-over-WebSocket transport, mirroring the existing in-memory path used by the embedded AI Bridge daemon.

- The endpoint upgrades the HTTP connection to a WebSocket, multiplexes it with yamux, and finally serves the three DRPC services (Recorder, MCPConfigurator, Authorizer).
- The `X-AI-Governance-Gateway-Key` header is used for authentication.

Modifies replicasync to handle discovering NATS enabled primary replicas explicitly, and passing that info to the NATS Pubsub.

This PR adds a new deployment value to explicitly represent the host or IP that the replica can be reached on. It isn't wired up to the CLI, but piggybacks on the DERP config for now.

We learn the NATS port directly from NATS at runtime, and propagate it thru replicasync to learn all peers for clustering.

one per business unit, and needs each unit's usage billed to its own
account by assuming a role there. AI Bridge previously authenticated a
Bedrock provider only with static keys or the gateway's own ambient AWS
identity, which is shared by every provider, with no way to assume a
role. These deployments had no clean path.

## How it works

When a provider is configured with a role ARN, the gateway uses its base
identity to assume that role via STS and signs Bedrock requests with the
temporary credentials it returns. The base identity is whatever the AWS
default credential chain resolves, IRSA, EKS Pod Identity, EC2 Instance
Profile, or static keys.

Credentials are resolved once when the provider is set up and are then
cached and rotated, so individual requests are served from the cache
rather than triggering a new STS call. A deployment that needs several
roles configures several providers, each pointing at its own role.

## Configuration

The role ARN is part of the Bedrock provider settings and is set through
the AI provider API. It is optional: a provider with no role ARN behaves
exactly as before.

## Scope and trade-offs

- This PR is backend only. The settings UI for the role ARN ships in a
follow-up.
- Configuration is not exposed through environment variables.
Environment-based provider configuration is being phased out in favor of
database-managed providers, so the role ARN is intentionally database

Today, template prerequisites (Docker socket setup, Kubernetes auth, AWS

Admins hit opaque provisioner errors and have to hunt for docs. This
change extracts the prerequisites from the README and serves them via
the API so the frontend can display them inline.

## How it works

Each base template README uses HTML comment markers (`<!--
prerequisites:start -->` / `<!-- prerequisites:end -->`) to delimit the
prerequisites section. At boot time, the base catalog loader reads the
README, extracts the content between markers via `strings.Index`, and
caches both the full README and the prerequisites string.

The prerequisites are served via a new `prerequisites` field on `GET
/api/v2/templatebuilder/bases`. The full README is included in the
composed template tar bundle and stored as the template version readme.

- Add `README.md` with prerequisite markers to
`coderd/templatebuilder/bases/{docker,kubernetes,aws-linux}/`

Part of the Template Builder wizard PR stack.

## Backend fixes

1. **Registry URL scheme fix**: Default
`CODER_TEMPLATE_BUILDER_REGISTRY_URL` was `https://registry.coder.com`
but Terraform module registry addresses must be scheme-less. Changed to
`registry.coder.com`.

2. **Sensitive variable defaults**: Module `.tf.tmpl` files for
claude-code, aider, amazon-q had sensitive `variable` blocks without
`default`, causing `terraform plan` to fail during template import. Also
fixed the `templatebuildermodulegen` script.

3. **Auto-quote string variables**: The backend now accepts raw string
values from callers and wraps them in HCL quotes automatically.
Previously callers were required to send pre-quoted HCL literals, which
is not a reasonable API contract.
