`POST /oauth2/register` (RFC 7591 Dynamic Client Registration) has
exactly one gate today: `ExperimentOAuth2`, a static, process-lifetime
flag that wraps the entire `/oauth2/*` route tree as an all-or-nothing
switch. That flag is scheduled for removal at GA, which would leave DCR
with zero admin control at all once it is gone.
Add a persistent, DCR-specific `oauth2_dcr_enabled` deployment setting,
independent of the experiment system, so admin control over DCR survives
GA. `POST /oauth2/register` checks the flag and rejects new
registrations with an RFC 7591-shaped `403` when disabled; discovery
metadata (`GET /.well-known/oauth-authorization-server`) conditionally
omits `registration_endpoint`. A new audited `GET`/`PUT
/api/v2/oauth2-provider/settings` endpoint lets an owner toggle it live,
no restart required. The setting defaults to disabled, matching the
canonical design proposal; disabling only stops new self-registrations,
clients that already registered continue to authorize and exchange
tokens normally.

Per the design proposal: rate limiting on `POST /oauth2/register`
(tracked separately), retroactively affecting already-registered clients
when DCR is disabled (this only gates new self-registration), and an
Initial Access Token requirement (a separate, follow-up ticket).
Remove the `ExperimentAgents` feature flag so the Agents feature is
always available without requiring `--experiments=agents`. The feature
is now in beta.
Existing deployments that still pass `--experiments=agents` will get a
harmless "ignoring unknown experiment" warning on startup.

Adds a coder secret command group for managing user secrets from the
CLI, with create, update, list, and delete subcommands backed by the
existing user secret API.
This branch adds CLI test coverage and refreshes the generated help
output and CLI reference docs for the new command group.
This PR adds a command to view the provisioner and agent logs for a
given workspace.
Note: I did investigate using the existing `cliui` methods to tail the
logs but they are tailored to a very specific use-case.
Other changes:

This fixes a regression that caused the VS code extension to be unable
to authenticate after making keyring usage on by default. This is
because the VS code extension assumes the CLI will always use the
session token stored on disk, specifically in the directory specified by
--global-config.
This fix makes keyring usage enabled when the --global-config directory
is not set. This is a bit wonky but necessary to allow the extension to
continue working without modification and without backwards compat
concerns. In the future we should modify these extensions to either
access the credential in the keyring (like Coder Desktop) or some other
approach that doesn't rely on the session token being stored on disk.
Tests:
`coder login dev.coder.com` -> token stored in keyring
`coder login --global-config=/tmp/ dev.coder.com` -> token stored in
`/tmp/session`
Make keyring usage for session token storage on by default for supported
platforms (Windows and macOS), with the ability to opt-out via
--use-keyring=false.
This change will be a breaking change for any users depending on the
session token being stored on disk, though users can restore file usage
via the flag above.
This change will also require CLI users to authenticate after updating.

The session token continues to be stored in plain text on macOS and Linux. macOS is omitted

This change reduces the CPU consumption of --help by ~50%.
Also, this change removes ANSI escape codes from our golden files. I
don't think those were worth the inability to parallelize golden file tests and
global state fragility.
This change will improve over CLI performance and "snappiness" as well as
substantially reduce our test times. Preliminary benchmarks show
`coder server --help` times cut from 300ms to 120ms on my dogfood
instance.
The inefficiency of lipgloss disproportionately impacts our system, as all help
text for every command is generated whenever any command is invoked.
The `pretty` API could clean up a lot of the code (e.g., by replacing
complex string concatenations with Printf), but this commit is too
expansive as is so that work will be done in a follow up.
This allows specifying a command to run that can output headers for
cases where users require dynamic headers (like to authenticate to their
VPN).
The primary use case is to add this flag in SSH configs created by the
VS Code plugin, although maybe config-ssh should do the same.
